Small changes to rulebook and French command station

Hello all,

I've updated the rulebook file to 1.3.2 and the command stations & officers file to 1.3.1:

I've made a few small updates to the Ranging shots paragraph and the paragraph about the distribution of torpedo dice via the template.

Changed the wording on the French command station, specifying that torpedo specialist applies to one ship only.
