Title says it all, this must have been one of the hardest fleets to come up with a thematic special rule
To give a little context. The base difficulty of all special orders is higher for the soviets due to Stalins purges in the cadre of officers. The special rule reflects this by making it much harder for the soviets to perform their orders (some orders become 6+ when two disruption tokens are added by the opponent). As the fleet performs actions successfully, the difficulty of performing orders will drop, eventually even surpassing the other fleets. This seemed to me a thematically fitting special rule, with the higher payoff in the end to make sure it all stays a bit balanced against the other command stations.
One slot is still open, I want an unique soviet order there, but I haven't been able to come up with one yet.

I like the idea of variable success rates.
I really don't know enough about the Russian navy to help with the missing order, sorry.
I have to ask why you changed the evasive maneuver action?

Hello Andrew,
The change to the evasive action is experimental and certainly not definitive. I'm toying with it because I always thought that acute evasive maneuvers should be detrimental to the formation of a squadron. Some ships doing evasive maneuvers left the formation perfectly intact which always struck me a bit as too simplified. So I'm constantly looking for ways to mess it up more without bloating the rules for evasive maneuvers to much. I have no idea if this one will work or is even playable. What do you think of it? Too much?

Further thoughts:
A less extreme solution could be to change it to
On succes -> Half hits and remove splash markers
On Failure -> No effect
On Failure of base difficulty -> Ship needs to break off
That would make it more tame but retain the sting when it messes up badly. Reminds me of Yamato that needed to practically clear the battlezone caught between two torpedoes running on parallel course at Leyte.
