In the few games I have played my opponent and I are always reluctant (scared) to risk many of the special activations. This means we don't use the disruption counters that often. In my Torch scenario I deceided to implement a house rule of being allowed to use disruption markers too influence the roll for reinforcements in the same way as orders, seemed to work okay.

That is a very interesting suggestion. I've been looking at ways to drain some disruption tokens before the activton phase, and this might just be it. I'll add it to my worklist. Only drawback is that it deviates from the basic rule that disruption tokens are played in response of orders, but that might be an acceptable tradeoff.

The risk vs reward of the special activations are very sensitive parameters of the game. Balancing is still happening there since it is such a crucial point. I'll be introducing some changes in 1.5 that will again tinker with that balance.
