New Teitoku

Hi there,
I'm a regular tabletop miniature gamer who's had an itch for a world war 2 naval action style game. This genre is a bit rare, but most of my friends also have an interest in it, so I figured I'd throw some cash at a demo game and see what they think.
I liked the Ironbottom Sound demo scenario idea posted here, but felt it was unbalanced. I cut one of the Bensons, since that balances not only the ship count but also the point totals - the US has a 20% advantage over the IJN on that demo, I figure it's just using old values. So, basically, 2x Aoba/Furutaka, 1x Yuubari, 2x Kagerou vs. 1x New Orleans, 1x Northampton, 1x Atlanta, 2x Benson. To be honest, I wasn't expecting the American light-cruisers to be so large.
I'm working on some custom cards which I'll laminate so they can be re-used, I just received the ships in the mail and I'm waiting on the bases. The IJN ships should be fun to paint up, but I can't decide on what measure to give the USN; 21 or 32.

Welcome and thanks for the feedback on the scenario! You are correct that I created that scenario a while ago with an earlier version of the rules/ship values. I also have gone with laminated cards for each of the ships in my fleet and use either dry- or wet-erase markers to record damage. It is a very fun system and I hope your gaming group enjoys it!

In the Pacific, Measure 21 was used the most, at least up until the end of the Solomon Islands Campaign. Measure 21 was specifically designed to confuse enemy ships, while Measure 32 was designed more to confuse submarines. So, in my mind, it represents an overall shift in US doctrine around the time of Guadalcanal, moving more and more away from decisive battle.
As far as painting goes, Measure 21 is boring. Everything is the same blue, the tarps, the windows, the deck, the hull, the hats, the clothes, blueblueblue. I know in practice the deck was a different blue than the hull, but when it comes to acrylics the accurate paints have no practical difference. I'm using Tamiya's since they have accurate IJN paints for 3 of the 4 major Arsenals, they don't need to be a perfect match, and Tamiya has some decent blues for portraying the US. It's unfortunate that the WEM paints are difficult to find, but I'm using 1/1800 scale so I don't need replica colors.
I'll probably use Measure 21 on everything but carriers, since that paint was used during the time the IJN was still threatening. The early war victories were hard-earned for the Allies, but were what tipped the balance. Carriers would have no use for Measure 21, anyways. Measure 21 would be easier to paint, and give me a chance to focus more on washes and highlights.
