Non ABDA multiple nationality fleets

Don't know if this question has arisen, but I will ask. How would you go about fleets that are made up of different major navies? I ask because in the Guadalcanal games there are a few times when Radm Crutchley was in command of USN and RAN vessels. My thought process was that as the Fleet was commanded by Crutchley then you would use the RN command station, even though the majority of the vessels were USN. Does that sound like the way to handle things? Another situation was in my revised River Plate action when I had the Brazilians side with the British and Argentines with the Graf Spee. In this case the logical things was the RN Station vs the Kriegsmarine Station. Thoughts?

I had asked about something similar a while back, with the US Pacific lists that have an RN ship here or there and the RN Norway list that can opt to include Emile Bertin and co from Group Z. It was stated that you would in fact follow whatever command station the list was originally for with those ships as well, because those collaborations all represent lots of experience learned from the command fiasco of ABDA. Now if there was a mixed force that was more equal, I have no idea how that would work.

I don't think the OoB's allow for such equal size mixed lists, usually the overall command was in the hands of a single fleet commander (which would for the most part decide which command station to use). In the rare case that it would, you can choose several options:
- Just choose which command station to use
- Disallow certain squadrons to use any activations from the command stations (maybe except the basic ones). This could work for say Arctic convoys, which had some soviet attachments in addition to the british escort.
- Split the fleets, make two seperate fleets which can use their own officers and command stations.
I think this is mainly scenario specific, so in that case you could see which option is the most fitting.
